Teams playing outside the Lower 48 are allowed an extra game. My guess is this was designed by the NCAA to help Hawaii with home scheduling. BYU used to play Hawaii at their place every year and I believe this was in order to play an extra game.

On the other hand, Baylor, Hawaii, PORTLAND ST, not what I'd consider a particularly challenging OOC schedule. Couple that with Stanford & Washington, plus most of the big games are at home, and the Cougars have the potential to come out on top of this schedule in a big way.
